Smooth roads are beautiful and yet the 5 year cost was too high. No specific language to address what % of roads fixed by what time. Heck 2-4Mill could go into some rookwood access or broken Smith Rd area alone for Rookwood. Then leave patching for the rest.
Broken roads, though not desirable are a type of speed hump.
As much as I like smooth roads, I dislike wasting money more.
